Townsville City Council was the first in Australia to adopt the Early Warning Network (EWN), an opt-in service that sends alerts 30 minutes ahead of severe weather by a variety of electronic channels, including email, SMS and landline phones. Pictures: A year of wild weather EWN managing director Kerry Plowright said the Australian network was the world&apos;s first location-based weather early warning system. &quot;We&apos;re able to pinpoint the area that we want the information to go to and that&apos;s accurate to within 10m,&quot; he said. &quot;So we can target one house, street or a whole state or a whole country.&quot; Other Queensland councils are now considering joining the network. The system has come in time for the cyclone season but also issues alerts for dangerous conditions including bushfires, damaging storms and flooding. Townsville Mayor Les Tyrell said more than 6000 residents had signed up within a month. &quot;The only cost to us is the SMS that go out in the event of a disaster and we saw that as a quite economical way to warn residents,&quot; he said. &quot;A lot of disasters occur during the night and emergency services have a lot of problems getting to people at those times.&quot; Mr Plowright said 97 per cent of people who were alerted took action. &quot;They do something affirmative whether its ring friends and family, tie things up or put things away, which is exactly what we want people doing.&quot; He said farmers could move stock to higher ground and teachers could send children home before storms hit. The topic of the show &quot;who is to blame for not being prepared&quot; is sure to garner a mixed response from our valued emergency manager panel members as well as the general public. Individually when I have posed this question, I&apos;ve gotten mixed results, and overall avoidance. This question was stimulated from our friend and panel member Eddy from Australia. It brings up a good point, just really who is responsible for the failure or lackluster results in getting greater than 10% of the populace worldwide to actually take the time to create and/or practice a family emergency plan.
Without throwing mud, or attacking any individuals or groups, in pure reality, let&apos;s try to identify what the faulty procedures are and why we cannot to date break the 10% barrier.
From the show&apos;s inception, we have all come together for a common ground effort to share and learn from each other, those experiences that we have, to identify potential opportunities to ignite people with desire to create family emergency plans.
To reiterate from an early show, everything that has been done for the last 20 years, has failed to produce a family emergency plan creation adoption greater than 10% of the worldwide citizens (grandma, grandpa and the kids). No matter how much money you throw at this problem, if we do not come up with other methods that garner the support of the populace at large, we will continue to fail for 90% of the world citizens that have not created a family emergency plan to date.
This may end up being an extended show, and as moderator, I will spend as much time on air as necessary to gather as many ideas for the common good in seeking solution from not only our worlds emergency managers, but also the public in general. Something must be done to break the 10% traditional barrier, I know of no other way than to have everybody bringing to bear their thoughts ideas and participation in support of this effort.

As discussed, I have invited the founders of Asvaco, And VI Planning to this show to share their particular technologies as they are in my opinion the &quot;best-of-breed&quot; technologies for assessment and repository of assessment results and in the field assessment technology virtually eliminating the paper and pen processes that are slow and outdated. As discussed, I have invited the founders of Asvaco, And VI Planning to this show to share their particular technologies as they are in my opinion the &quot;best-of-breed&quot; technologies for assessment and repository of assessment results and in the field assessment technology virtually eliminating the paper and pen processes that are slow and outdated. Creating a plan for a small city, given resource cuts, layoffs, regulations, state and federal requirements, direct communications of the plan to key stakeholders such as fire, rescue, law enforcement, and emergency operations centers can easily overwhelm a planner without the use of technology to automate the process or as much of it as possible. The days of pencil and paper creation of plans are disappearing simply due to the complexity now required for compliance.
We will attempt in this show to garner information on technologies currently available that work to ease the burden.
For the last 10 years I have been working with emergency managers law-enforcement, fire departments and anti-terror groups, it would always come up (creating the city&apos;s emergency plan) and the difficulties of gathering and managing the content from multiple key stakeholders from the public and private sectors. Traditionally, this information came in the form of e-mails, snail mail, phone calls and messages, faxes, Word documents, and spreadsheets. Assembling all of that disparate information into the proper approved format of an end result document really is not an easy task to do manually.
I have invited a couple of individuals from a technology provider (Previstar) to share their solutions to address these common problems. As I get feedback from this show directly from our growing family of emergency managers, other technologies that they have experienced personally or know of will most certainly be shared on this show or a sister show dedicated totally to sharing technological breakthroughs and products for the emergency management community.
I, as the host of this show, received nothing in the form of revenues for presenting or introducing these technologies or the technology vendors invited. If at some point in time in the future, any sponsorships from technology vendors, will be identified prior to a show, but with any of those, it will be agreed upon, that as the host, I will have no restriction as to introducing, or inviting competitive vendors as long as the end result is for the benefit of the emergency management community.
